The joy from the introduction of the WHSD lasted among St. Petersburg residents until the moment they found out the cost of travel on the modern highway. Getting around a giant traffic jam for little money is a profitable opportunity. It’s unpleasant to start your day off in hours-long traffic jams when leaving the city. People are willing to pay for a free, wide, fast highway. But! All this is good for a one-time trip. It’s another matter if you need to use such a road every day, and there is no alternative to it.

The Western High-Speed ​​Diameter in St. Petersburg has been a long time coming. Finally, it was completely completed, the route connected the south and north of the city, its total length is a little more than 46 kilometers. More than 7 million vehicles are expected to pass through it every month. The residents of Vasilyevsky Island are most happy that their isolation during the summer months has finally ended. Now you can leave the island at any time of the day, without having to rely on the construction of bridges. But the main advantage of the WHSD is the ability to cross St. Petersburg in 20 minutes without traffic jams.

However, there are also disadvantages. Until February, the cost of travel along the entire length of the highway for passenger cars is 180 rubles. Then they will introduce a fee for the central section, and the price of the trip will increase to 300 rubles. For the vast majority of St. Petersburg residents, 300 rubles for 46 kilometers of the WHSD is too much! An acceptable fee for this route should be at least half that. Then you can consider the highway as a daily route for movement, but now few residents of the Northern capital will be able to regularly use the WHSD.

Another drawback is the large number of payment points. In order to cover all 46 kilometers, you need to stop at the barriers three times and pay the fare. During rush hours, there are serious traffic jams at the points. If everyone stands for at least 5-10 minutes, the time advantage will disappear.

Truckers are also dissatisfied with the collection of money. They have to regularly travel to the Seaport for cargo. But there is no free alternative to the Western High-Speed ​​Diameter in the city. As soon as the route was put into operation, prohibitory signs for heavy trucks were posted on intracity roads.

There are also minor complaints, such as the poor quality of the road surface in the central section, where the asphalt is laid in waves.

Fork out some cash!

Another federal toll road under construction, M-11 St. Petersburg - Moscow, is causing a lot of controversy. The eight-lane highway will pass just 80 meters from the residential neighborhood of Slavyanka, which does not cause delight among its residents. They even gathered for rallies, but to no avail. However, thanks to this highway, it will be possible to get from the Northern capital to Moscow by car in 4-5 hours. It is important that there is an alternative, the M-10 federal highway, and the average motorist can choose his own path. It is not yet known how much it will cost to travel along the M-11. Several years ago, the former governor of the Moscow region, Boris Gromov, promised that the price would not exceed 3 rubles. per kilometer. In total it is 1950 rubles.

But is this figure relevant taking into account inflation and the exorbitant appetites of concessionaires? After all, on the already introduced section from Solnechnogorsk to Moscow, the fare reaches 400 rubles. Add up gas costs. Will it turn out that the wide and convenient toll road will not be in demand, and the main flow of cars will continue to travel along the free federal M-10?

There are more and more toll roads in the country. We have to take this for granted. Today in Russia the speed of cargo transportation on highways is only 300 km per day. And gasoline consumption due to traffic jams is one and a half times higher than in European countries. Toll roads should correct the situation.

The main thing is that convenient but expensive highways have alternative roads with decent quality coverage. Otherwise, the government’s initiative to improve the road network will turn into a farce, as happened in the border town of Pechory in the Pskov region. There, after passing the border checkpoint, all motorists run into another barrier, where they are asked to pay for an uncontested section of the road. Nowhere in the world are toll roads built at the expense of the treasury. The WHSD was mainly paid for from the budget and banks controlled by the state, that is, indirect money from taxpayers. And when a highway is built at the expense of citizens, travel along it should be free for them. Not only are they essentially taking money from people twice, but the WHSD concessionaires also receive compensation from the St. Petersburg budget for their lost profits. In 2017, 4.2 billion rubles are planned.

In other words, if no one drives along the WHSD at all, they will still get their money. This is allegedly stated in the concession agreement with the WHSD investor. It contains all the calculations according to which the city must compensate the costs of the concessionaires, provide a certain “calculated profit,” and even index these payments. But the text of the agreement itself is kept secret! I received a refusal from Vice Governor Igor Albin to provide me with this document. At the same time, in November, Legislative Assembly deputies simply blindly voted for billions of dollars in spending from the city budget on the WHSD, which says a lot about the responsibility of our parliament. And St. Petersburg residents would like to know: who and when signed this agreement, beneficial for investors and ruinous for the Northern capital. Is this stupidity or “treason”? The Federal Law “On Public-Private Partnership” does not give the right to classify such documents. And citizens have the right to know what they pay for.

Toll payment on the WHSD with its introduction on the central section takes on final meaning. At the same time, tariffs for the southern section are increased from 80 to 90 rubles. and for the north - from 100 to 110 rubles. In general, the pleasure of traveling around the entire WHSD will cost 300 rubles. Is it a lot or a little? Traveling along the 46.6 km long WHSD will cost an average of 6.4 rubles. for 1 km. Let's take approximately similar conditions near large cities. On the M-11 toll road in the Moscow region (MKAD - Solnechnogorsk) the average tariff is 9.3 rubles/km. And, for example, on the M4 Don highway (from 21 to 93 km) - an average of 2.1 rubles/km. Prices depend on the demand and congestion of the road, and the cost of its construction. As you can see, the WHSD has average tariffs by Russian standards. Moreover, discounts are provided everywhere (15-30%) when using transponders - automatic fare payment systems.

What about in Europe? Toll roads in France and Italy cost motorists 0.05-0.1 euros, that is, approximately 5 rubles/km.

Speaking about budget financing of the WHSD, it is important to understand that the southern and northern sections were built with government money in the amount of 83 billion rubles. And the central part turned out to be very expensive due to bridges and a tunnel, its cost is more than 120 billion rubles. The budget contribution to them is 51 billion. Thus, three-quarters of the entire WHSD was financed by the state.

By driving along it, users actually pay a second time. But it is impossible to make the highway free; it is necessary to recoup both the business costs and further operation. This does not exclude an increase in fees in the future.

But in the end, not everything state-owned is free, you have to accept it. We pay to visit state theaters, sports facilities, and so on. An increase in the fare on the WHSD is unlikely to have a significant impact on prices in stores. After all, the share of these expenses is small in the total costs of goods and services. Well, in general, we need to get used to the fact that the toll road system in Russia will expand. The main thing is that the principle “not instead, but together” is observed in relation to free routes.

Not long ago, the last stage of construction of the Western High-Speed ​​Diameter in St. Petersburg was completed. The presence of a toll intra-city highway now makes it possible to get from the north of the city to the south much faster. For example, it will take about half an hour to get from Komendantsky Prospekt to the airport.

How much will motorists have to pay in 2019 for the opportunity to travel comfortably and without traffic jams, and what preferential options for paying for travel on the WHSD are offered today?

The WHSD has become not only a new road for high-speed traffic, but also a kind of landmark. In addition to the roads themselves, several fixed bridges were built.

The most beautiful central section of the highway was inaugurated in early December last year. Residents of the city and guests of the northern capital had the opportunity to drive for free along the newly commissioned road and evaluate the quality of the road surface. However, from February 4, 2019, the road became completely toll on all sections of the route.

Shortly before the introduction of the new toll regime, tariffs were published on the official website of the Western High-Speed ​​Diameter (www.whsd.ru).

The fare was changed for the first time since 2015, when the cost for travel on all northern sections was set at 100 rubles, and on southern sections - 80 rubles. Today, fares are distributed somewhat differently.

The increase in tariffs is due to the need to achieve payback on the road construction project. The construction was carried out partly at the expense of investors, so the approval of tariffs was carried out by the city government together with the concessionaire "Northern Capital Highway".

Initially, it was reported that the cost of travel on all sections of the WHSD should not exceed 644 rubles. By decree of the Governor of St. Petersburg, the cost of travel on the WHSD was determined in the amount 14 rubles for each kilometer.

From February 4, 2019, general tariffs were adopted, which apply when paying by credit card or cash. The fare depends on the class of car and the number of tariff zones crossed.

The highway is divided into 5 tariff zones:

  1. Ring Road (SOUTH) -> Blagodatnaya Street.
  2. Blagodatnaya Street -> Makarova Embankment.
  3. Makarova embankment -> promising interchange with Shuvalovsky Prospekt.
  4. Promising interchange with Shuvalovsky Prospekt -> Ring Road (North).
  5. Ring Road (North) -> E-18 “Scandinavia”.

The cost of travel through each of the five tariff zones is 60 rubles for a 1st class vehicle; to travel along the entire highway you will have to pay 300 rubles. For a 2nd class vehicle the tariff is 100 rubles, 3rd class (the number of vehicle axles is three) - 130 rubles, 4th class (the number of vehicle axles is four) - 170 rubles.

Almost all passenger cars with two axles and a height above the front axle equal to or less than 1.3 meters fall under the definition of first class vehicles.

When passing through a toll booth, the vehicle class is determined by the system. You can check the car class yourself if we are talking about a large SUV. To do this, you need to measure the distance from the surface of the earth to the highest point of the car hood.

If the resulting measurement does not exceed 130 cm, then the car falls under the first group; if it exceeds, it falls under the second, and you will have to pay 100 rubles, not 60.

General WHSD toll rates are suitable for those who use the expressway occasionally and pay in cash or by card when passing through the toll gate.

To pay, you must select in advance a lane of the road that is open for travel and accepting cash or non-cash funds. Please note that when paying by card, plastic products with the Maestro payment system are not accepted.

For those who often use the toll road and would like to pay for travel on more favorable terms, it is possible to pay automatically using a transponder, a special electronic device with the innovative contactless Flow+ system.

At any point of entry and exit from the toll highway, frames with antennas and video cameras are installed that record the passage of cars. Thus, a transponder with the Flow+ system allows you to more accurately determine the number of kilometers traveled along the WHSD and pay only for the distance traveled along the highway.

The transponder is installed in a certain part of the car so that the information can be read correctly and makes it possible to receive discounts on travel. The device must be installed taking into account the characteristics of the vehicle, the windshield of which is equipped with an anti-icing net. Recommendations for installing transponders are given on the company's official website.

Transponders are provided free of charge upon concluding an agreement and depositing a minimum amount into the subscriber account. Owners of cars equipped with transponders can drive through any free toll booths.

While frames with antennas for reading transponders are intended only for those who have a device and are not suitable for paying with cash or card.

To obtain a transponder, you can contact the sales offices of the Northern Capital Magistral company (2 offices: on Krasnoputilovskaya and Planernaya). Mobile device sales points (total 5 points of sale) or order delivery of equipment by courier to your home or office within the Ring Road.

When concluding an agreement, it is necessary to present the original passport and deposit 1000 rubles into the subscriber account; the motorist spends funds from this amount on travel along the WHSD, receiving a discount of 10%.

Today, the number of users of the toll highway with the Transponder system is 60% of the total number of motorists traveling along the WHSD. This fact confirms the benefits of using a transponder to pay for travel, especially for those who travel along small sections of the highway.

There are two tariffs: Basic Transponder and Transponder with subscription fee. The subscription fee is 50 rubles and gives an additional 10% discount on the basic Transponder tariff.

Also, within both tariffs there is a 50% discount on highway travel at night from 00:00 to 05:59. The tariff plan can be changed at the sales office; tariff changes are possible no more than once a month.

In order to evaluate the benefits of a transponder, it is necessary to consider several examples. As part of the general tariff, when paying in cash or with a bank card for travel along the route from the WHSD interchange in the Skadndinavia area to the WHSD and Ring Road (North) interchange, you will have to pay 60 rubles.

If you received a transponder for use and topped up your balance by 1000 rubles, the discount will be 15%, and the fare will be 51 rubles (60-60*0.15).

For those whose tariff includes a subscription fee, the trip will cost 45.90 rubles (51-51*0.10). At night, owners of cars with transponders will pay only half of 22.95 rubles, while within the general tariff the cost at night does not change and is 60 rubles.

An even greater benefit can be obtained if the motorist uses only a small section of the road to travel along the expressway, for example, from the WHSD interchange in the area of ​​Blagodatnaya Street to Krasnoputilovskaya.

If a transponder is not installed in the car, it will not be possible to calculate the end point of the route on this route and the driver will in any case have to pay 60 rubles for Tariff Zone 1. With a transponder, the fee will be only 9.40 rubles during the day, 4.70 rubles at night at the base rate or 8.46 rubles during the day, 4.23 rubles at night according to the tariff with a subscription fee.

Motorists in St. Petersburg who pay for travel on the Western High-Speed ​​Diameter using a transponder or BSK have noticed that excess funds are being withdrawn from their accounts. About this editorial NEVSKY NEWS reported a resident of St. Petersburg who encountered this problem.

Judging by the information provided by the St. Petersburg motorist, the person first drove onto the WHSD and paid for two sections at a rate with a 25% discount. Literally a couple of minutes later, the car left the WHSD on Avtomobilnaya Street, but the funds were read from the transponder, as if the car, on the contrary, had entered the WHSD again.

NEVSKIE NEWS called the Call Center of Magistral Northern Capital LLC and asked to comment on what happened. Judging by the information provided by the center operator, it was possible to find out that such erroneous write-offs are not uncommon in recent times. The thing is that over the past two weeks, technical work has been carried out on the WHSD and automatic payment systems have been tested. The work was completed last weekend and the number of erroneous write-offs should be kept to a minimum.

What to do if you have been deducted excess funds when paying for travel on the Western High-Speed ​​Diameter:

  1. Within 24 hours after an erroneous debit, the funds are usually returned to the account.
  2. If a day has passed and the funds have not been returned, you should contact the Call Center or dispute the trip yourself in your personal account. Specialists review the request within 24 hours and return incorrectly written off funds.

Using the example of a motorist who told our editors about the existence of a problem, we can conclude that point 1 does not work stably, since the driver was mistakenly debited on October 6, but as of the evening of October 10, the funds had not been returned. Therefore, we can assume that if the driver does not take on the solution to this problem on his own, the funds will not be returned. Now let's do a little arithmetic.

WITH THE WORLD BY THREAD

The official website of the Western High-Speed ​​Diameter says that the average traffic intensity is more than 100 thousand cars per day. Let's imagine that every day, each of the cars indicated in the statistics drove along the WHSD only once. Most drivers who use the WHSD on a regular basis pay for travel using a transponder or BSK. Let this be only 30% of the total daily passenger traffic - more than 30,000 cars per day. Thus, it turns out that during 2 weeks of technical work, at least 420,000 trips were paid for using contactless methods. If at least only 10% of users had an erroneous debit of funds, for example, 30 rubles - an insignificant amount in a particular case -, then for the entire period of technical work the company "Magistral of the Northern Capital" LLC rather misappropriated from erroneous debits rather than earned at least 1.260 million rubles.

Of course, some of these funds were returned, however, how many motorists did not even lift a finger because some 30 rubles were written off for no reason? One step at a time, as they say.

And it would be nice if the “mastered” funds went to the city, but until 2042, the operation of the route and collection of payments from the townspeople is carried out by the Northern Capital Highway company. And if the company’s annual income turns out to be less than 9.6 billion rubles, a subsidy will be allocated from the budget of St. Petersburg for the missing amount. It is expected that in 2016 the Northern Capital Highway could receive 4.1 billion rubles, in 2017 - 4.6 billion rubles.

It turns out that the Northern Capital Highway is not only robbing citizens with erroneous write-offs, but is also hitting Smolny in the pocket. And what is the benefit to the city from the WHSD project?

Why do we need to pay money?

When the Western High-Speed ​​Diameter was just starting to be designed, no one thought that so many copies would break on it over time. It’s amazing: there was talk about a toll highway initially, but no one had any special objections. Apparently they thought that over time the topic would become a thing of the past. There was no particular indignation when the already built six-kilometer section from the Ring Road to Blagodatnaya Street was blocked with barriers and they began to train: how it would be. But, as soon as the fare payment system became fully operational, those who felt sorry for the money immediately appeared. So, having met with Prime Minister Vladimir Putin at the Olympic construction site in Sochi, St. Petersburg resident Yuri Novikov from the first shift of the Avtoradio construction team could not contain his indignation: they say, how did they build the only normal road and immediately charge money for it?!

To travel along the WHSD section there and back you have to pay sixty rubles,” he expressed his anger. – Yes, the route is wonderful, you can cover the open section in 10-15 minutes maximum. The state of the roads in St. Petersburg is terrible. Why is the only good section a toll section, given that we, as motorists, pay huge taxes?

Vladimir Putin patiently explained that the development of a network of toll roads is a normal world practice.

But this is only an alternative for those routes that can be traveled in parallel and for free,” he clarified. I don’t remember exactly the geography right now, whether there is an alternative to travel there or not. If not, then this route cannot be made toll: this is stated in the law, if so, then it is possible. If this principle is violated in this case in St. Petersburg, then justice must be restored.

Then Novikov asked whether a narrow road that crosses large avenues could be considered an alternative. Due to traffic jams, motorists travel through this section parallel to the diameter in an hour and a half.

Toll roads are toll roads because you can drive along them in fifteen minutes, not in an hour and a half,” Putin answered. - The question is the price of this passage. Now I don’t dare to say whether it’s normal or not to pay sixty rubles for this quarter of an hour. Maybe you can pay six rubles there, then you wouldn’t have any questions, right? This issue needs to be resolved - this is the first thing. And second. There absolutely must be an alternative to travel nearby. But in general, in my opinion, in parallel with the development of the usual free road network, where possible, it would be a good idea to develop toll sections in order to attract money.

No step back

The Prime Minister promised to talk with the city authorities and clarify how reasonable the toll on the WHSD is. The officials, in turn, without waiting for this conversation, hastened to express their opinion themselves. It turned out that I found a scythe on a stone. They are not going to give up money here.

Travel here can and should be paid, - Chairman of the Committee on Investments and Strategic Projects Alexey Chichkanov told reporters. – Since the WHSD is not a route from city to city, there is always an alternative road, and St. Petersburg residents know it very well. You can get from Danube or Pulkovskoye Highway to Blagodatnaya Street or Stachek without using the high-speed diameter. An excellent high-speed alternative is, for example, the Ring Road, which in the near future (approximately August 12 - approx. auto) closed in the Kronstadt-Lomonosov part.

It's no wonder the city is holding on to this money so much. Let us remind you that so far budget funds have been invested in the construction of the route. But, in fact, the diameter is an investment project; they plan to attract finance from private companies for the construction of its key section from the embankment of the Ekateringofka River to the right bank of the Nevka River.

The price that is set now allows investors to calculate their future income and not include increased risks in their estimates,” Chichkanov emphasized. - This is how we demonstrate to companies that this business is profitable.

The press service of the Western High-Speed ​​Diameter has not yet commented on Vladimir Putin’s statement. Komsomolskaya Pravda was told only that they were ready to check the prime minister, but it makes sense to say anything on this topic only based on its results, which will definitely be made public.

Who's "on the fly"?

Let us remind you that the issue of the legality of toll travel not only on the WHSD, but also on other toll routes in the country was recently raised in the State Duma. Deputies began to discuss a law according to which state roads should be open to all motorists (read more).

It remains to be seen what will emerge from this discussion. One thing is clear: in any case, someone will be left behind. For example, motorists who have already spent money on purchasing electronic smart cards and transponders. And there are quite a few of them - let us remind you that the first batch of means of payment for travel was sold out several weeks before hour X. It is unlikely that they will be accepted back or the money will be returned for them.

I believe that we should not reinvent the wheel, but follow the path that Europe has already taken, since we look up to it. There, firstly, only a new road can be tolled. Secondly, private capital builds the route, which then “pulls out” the money spent back. At the same time, he spends amounts from current income to monitor the road and improve its safety. And there is an agreement: as soon as the investor recoups the costs, that is, gets back what he spent plus receives a certain percentage of the profit - it is agreed upon in advance - the road is transferred to state ownership and becomes free. Yes, in some places it takes ten years, in others forty years. But everyone knows it will happen someday. At the same time, the road will always be in good condition, because the more they spend on it, the longer they will make money on it. This option suits our WHSD.

As toll roads become the norm for motorists, a whole science is emerging about how to save on travel on them. In words, toll road operators do everything for the convenience of customers, but in reality, drivers periodically face situations where, instead of the promised savings, they end up with problems and extra expenses.

As you know, paying in cash or with a bank card is the most ruinous thing. It is not profitable for operators to have many cashiers, so they set extortionate rates for this type of payment. So, two kilometers along the WHSD from Primorsky Prospekt to Bogatyrsky will cost 100 rubles if you pay the cashier. It is much cheaper to pay for travel using a transponder - an electronic device that is attached to the windshield of the car. It’s just that this is more convenient for operators to write off money from drivers.

As there are more and more toll roads, their operators entered into an interoperability agreement in the winter. Its essence is that you can pay for travel on all toll roads using “foreign” transponders issued by operators of other roads. True, in this case the discounts are much smaller than for “our own” devices. For example, on the WHSD, using your own transponder, the discount relative to paying in cash is more than 50%, and using someone else’s - from 5% to... 0%. But even instead of such pitiful discounts, drivers get unnecessary problems.

When driving along M-11, for some reason, it was not the Rosavtodor transponder hanging on the glass that counted, but the ZSD one, which was lying in the glove compartment below under some junk (I confess, I forgot to wrap it in foil). There wasn’t enough money there, the account went into the minus,” said one of the users of the road Internet forum.

Thus, the driver not only paid much more for the journey than he expected, but was also forced to top up his WHSD transponder account. If he failed to do this on time, the WHSD would have to be paid in cash.

The discount on the Avtodora transponder is 40%, on other transponders - 20%. Thus, a trip along M-11 and WHSD using “native” transponders will cost a total of 1,416 rubles. If a guest device works on the M-11, and you have to pay in cash on the WHSD (the account will be empty), then it will cost 2,100 rubles.

The road use rules of all operators state that if a person has two transponders in a car, then this is his responsibility. Because it is impossible to make the transponder unreadable. The only way is to disable the interoperability mode in the mobile application, commented the Northern Capital Highway (MSS), the operator of the WHSD.

The Avtodor company (the operator of several sections of the M-11 and other toll roads) offers a special foil bag for its transponders, in which you can put the device so that it is not readable. The only question is how the driver should manipulate transponders and mobile applications at a speed of 100 km/h on a short section of the ring road between M-11 and the WHSD.

But the above story is far from the only one.

So my transponder, issued on 03/01/2013, has died for a long time. Last week it didn’t read once, but this week it stopped completely. I have a Passenger 100 subscription. Travel is paid in advance for a month. I also had to pay for the trip again in cash. They replaced the transponder without any problems, and they are “playing football” regarding the return of the money paid again. I wrote a complaint to the application - it is silent, in the office they send it to the application, on the phone - to the office.
